I have just updated http://wiki.documentfoundation.org/Release_Criteria
to fit the time based release.
The main difference is that X.Y.0 release need not be perfect. It is
intended for enthusiasts that would like to use new features. More
conservative users should wait for later bug fix releases!
The meta bug https://bugs.freedesktop.org/show_bug.cgi?id=35673 is
called "Most annoying bugs". It lists problems that discourage many
users from using the particular LO version. Most of them cannot block
the release.
We still have real blockers. These are bugs that makes the application
unusable for most users. They must have the severity "blocker" and must
block the most annoying meta bug.
Note 1: The meta bug helps developers to orientate in the jungle of
reported bugs and focus on the important bugs. Also it will be used to
mention known bugs in the release notes.
Note 2: Please, nominate only critical bugs. These might be fixed in the
X.Y bug fix release. Features, minor, and normal bugs will be fixed only
for the next release. They will be removed or ignored in the meta bug.
