Hi,
LibreOffice supports 104 languages (including en-US). 48 of 104
languages do not have a word translated for helpcontent2 module, yet
we were compiling, packaging and shipping help pack for these
languages, too. IMHO it was wasting time and bandwidth, and also it
can be frustrating to end-user. End-user thinks she downloaded e.g. a
Serbian help pack, but it is all in English.

There has been an environment variable called
WITH_POOR_HELP_LOCALIZATIONS. We can use it for not packaging the
selected help localizations. Help localization is poor by definition,
when helpcontent2 subdirectory does not exist in
translations/source/<lang>/ directory.

If we don't ship poor help localizations, then we should not build
them at all. It can save hours of build time on Windows.

A few hours later I discovered that empty tar.gz archives are still
created for non-built help pack, this commit takes care of them. We
can also save time here (dependency checks).
On the download page en-US help pack should be offered where localized
help pack does not exist. FYI the list of language w/o help
translation as of today:
