I think that the .cfg files are used only at runtime. They seem to be
parsed by Databases::getStaticInformationForModule in
xmlhelp/source/cxxhelp/provider/databases.cxx. Only the lines "item=*"
has an effect. The line with the date is ignored.
=> the date seems to be useless => pushed
