At the bare minimum, section 8 "EXPORT REGULATIONS." is a deal breaker.

But maybe its a better idea to give some explanation to the user about
what JAVA does, and what its needed for , and provide above link?

For the rest, I believe Java is still needed for some wizards and Base.
I can't be 100% sure, these are not parts of LO I'm familiar with.
