No one has access to that openoffice.org server since it's tightly guarded by their release engineers. But I copied it to http://download.go-oo.org/src/43e56b71c407be5154de681eaa646a4a-icu4c-4_6-src.tgz There is a section in the ooo.lst where you can specify files to download from the download.go-oo.org server.
