Yes, Caolan pushed the fix (i.e. did undo the strings-definition removal)

and indeed, removing stuff from a module that oneself doesn't build at
all shall be avoided :-)
But don't worry, it is easy to break the build nevertheless,
perl-installer cleanup did also introduce a breaker...
