Look for WIN , too, that is OOo-speak for 16-bit Windows. (NT-based Windows it calls WNT.) You 
will find *much* of that. Some files that have #ifdef WIN blocks, then *inside* those have tests 
for WNT. WIN and WNT can never be both true.

I've made a list of (non-urgent) stuff to clean-up.

I may revisit this issue later, but like Thomas, I don't have any way
to build on a Windows platform and I'm a bit reluctant to touch this part
of the code.
