For the independent end user it's probably easier just telling
him to install the new package, than installing a packet
management system to his computer.
The unqualified user will get some "installer" program, which
automatically sets up the package management (if nobody did it yet)
and then installs the LO package through it under the hood.
(essentially same as certain quickstart distros do).
