Can that be made conditional on OpenBSD, please? I've seen already too many f*ups because
someone had old libraries/binaries in /usr/local (on Linux), so I'd want to prevent
that from happening if possible and this makes it even more likely to happen (though admittedly
this shouldn't be the case for the ICU utilities)
