because 64bit RHEL/Fedora are multilib and so have two pkgconfig dirs to
support side-by-side 32bit and 64bit development envs, so it should
typically be /usr/lib/pkgconfig for 32bit and /usr/lib64/pkgconfig for
64bit and /usr/share/pkgconfig for arch-neutral
