Sorry, but I think that is against the Document Foundation's "Next Decade Manifesto", which says:
"WE REJECT: [...] the creeping domination of computer desktops by a single language forcing
people to learn a foreign language before they can express themselves electronically"
But then the people know knowing english well enough to install LO +
langpack are probably not the people that can download a 1GB of
multi-language installer as well. :-) I'll shut up here and defer that
to the experts...
