if you build LO out of the sources you will get an LO-SDK. I found one in my repo in 
the directory 
build/libreoffice-3.2.99.1/instsetoo_native/unxlngx6.pro/OpenOffice_SDK/rpm/install
I installed it and it works with the OOo-Plugin for Netbeans.
