This is one of the top three support questions I get from users since moving from MS Office. I 
would agree that it should allow editing, but not saving as the file is Read Only. Save-As should 
allow you to save...

Hi,
Is it intentional that if you open a read-only document (for example
from a browser), then you can't edit it (can't delete sheets for
example), but the icon is still there and you can add new sheets? :)
Let me know if I should move this to the bugzilla.
