Please note that I didn't update the design nor the spacings to match the change, so it's more than slightly messy.
I actually like the half-circle design, it is distinct and easily
identifies our newest version of LibreOffice4. Prior to this we were
using our distinct "motif".
I really don't like it. Especially since it breaks the branding guidelines for the color (should be white on dark backgrounds) and the website adds the 4.0 (which shouldn't be part of the logo).
I would like to see some kind of branding element that ties all of these
together rather than having all disjointed materials that make us look
like we are not cooperating at all between groups.
So should we make everything look like the website or the program, well, splash screen?

Maybe we are looking at this the wrong way. Here is our current situation:
* we have a new splashscreen
* we have a new website landing page
* we have printed books
* it looks like the branding rules have been "overlooked" by all these three (I am not assessing the blame to anyone as we were also involved in this process as well)
* the marketing team needs to update its materials for conferences, user groups and personal use etc.
There are (so far) 2 individuals who are willing to commit to updating and creating marketing materials for the LibreOffice v.4.0.x line
So, we have proposed a 3-fold pamphlet that we would like to use as a template for more marketing versions of the pamphlet for other specific targeted use (community, academic, educational, developer etc.).
So, perhaps all we need to work on is the bare pamphlet template with the header on all panels, footer (if any) and the 1st panel. The marketing message included in the other panels (unless making use of any design items) is not really of concern.
So, to give the impression of cooperation of all these groups (website, docs, new-webdesigners, marketing/design), I would propose we adopt the same half-circle for our header on all panels with perhaps as the exception the 1st panel. We then need to discuss the font for the pamphlet, as well as the background colour for the panels (I say this as you seem to have included a grey-ish colour to the background). Therefore these are the elements that we would work/suggest:
* designed header -- half-circle
* 1st panel design
* panel background color
How does this sound. This would give us an agreed-to template for the marketing team to work with. The marketing team could then fill the panels with the information they wish to add.
The choice we would then have to make is that of font ... I am not sure but who has suggested this but is the website font "Open Sans Condensed"?
I have uploaded the new sample for us to look at.
Note that as per Astron's suggestion, I have removed the "half-circle" design from panel 1 and the LibreOffice logo will show on the panel as is. I have also removed the bottom lines that were a copy of "for Windows, Mac and Linux".
How does this look as a template design for our marketing needs?
Note that if the website were to change, we could re-design the template. But for now, the look and feel of the website design (landing page); docs design would have a more fluid feel and distinct v.4.0 look.
