That's how I read it also.

For example in those images the icon (page icon) is 25 pixels wide.
The space from the top of the Logo to the lower edge of the border, for
the bordered buttons, is 13 pixels, the left is 16 pixles..ah but the
lower space is only 12.

I didn't measure the pixels - it's just what I guessed from first view.

Comparing to the distance between Symbol and "L" I don't think that the distance between the left side of the symbol and the inner edge of the left border is half the width of the symbol...

And in the button with shadow the upper border seems to narrow too...
