This is why, every possible step should have been taken in advance in
order to turn the chances in favor of LibreOffice. One of the
precautionary measures should have been the thorough training and the
subsequent certification upon examination. This is not just my saying
so. A voice by the LiMux Project in the Berlin Conference 2012
regarded the existence of an End User Certificate a great contributor to
success.
That had been our main concern actually back in
2012 at the Berlin 2012 LibreOffice Conference, but, unfortunately
-as it turns out-, the certification of the end-User's skills had
been disregarded. TDF has clearly stated since the beginning of the
certification project that end-user >certification was a task for
third parties, while TDF was only supposed to provide a reference for
the process (because we wanted to foster an ecosystem of companies
providing certification services).
Yes, in general terms, I agree. However, my mindset is that there
should be only one Third Party to be able to provide Certificates that
carry the Official License of TDF. Other Third Parties may proceed to
delivering Certificates, but there needs to be a borderline to
distinguish them and shield the interests of TDF. Moreover, TDF should
keep the supervision, for matters such as setting the standards about
the Examination process, defining the ways the exams can be conducted,
the syllabus e.tc., in order to make sure that the desired level of
skills is guaranteed. Much like the guidelines issued, but in a more
strict and applied way.
So, we have not disregarded any kind of training, while you have
disappeared after the LibreOffice Conference in Berlin. In the
meantime we have migrated thousands of desktops, while training all
end-users in the appropriate way.
What do you mean by "while you have disappeared after the LibreOffice

1. We have developed training material for LibreOffice, the only one
using the in-application technology. No simulation, no .pdf material,
no multiple choice.
2. We have also developed the first examination system, to award
Certificates upon examination to End-Users, about their LibreOffice
skillset.
3. We have developed the DIPLOMA Basic Office Certificate, awarded upon
successful examination at each separate module of LibreOffice,
recognized by the Greek Authorities. Until now, this is the only
Certificate to use the in-application technology (along with the next
one).
4. We have also developed the DIPLOMA Business Office Certificate,
awarded upon successful simultaneous examination at three modules
(Writer, Calc and internet services) and strived really hard with
bureaucracy in order to claim the recognition by the Greek
Authorities. Until now, this is the only recognized Certificate (along
with DIPLOMA Basic Office Certificate).
5. We performed our first DIPLOMA Business Office Examinations at
LibreOffice in 2013. As far as we know, this is the only examination
performed with the in-application technology
6. We have proposed to upload almost 3.000 training videos with brief
video-solutions, in 3 languages, in order to help those who need an
instant answer as to how-to perform a duty at LibreOffice, and got
neglected. Anyone can access for free these videos from our website
http://how-to.test4u.eu/en#wp003 or via our YouTube channel
(https://www.youtube.com/user/test4ueu). These video-solutions are
available in English, German and Greek.
7. We have printed and delivered on our budget promotional material
about LibreOffice, at the LearnTech Exhibition in Karlsruhe in 2013
and 2014.
Having developed all this material, on our cost, we have followed the
application procedure, back in 2015, in order to apply for membership,
believing that our contribution would be appreciated. Well.we haven't
received an answer yet.
Don't get me wrong, I just believe that there must have been some sort
of bad communication.

The Italian Ministry of Defence, where we have trained the trainers to
guarantee that end-users could develop the appropriate knowledge of
the open source environment and LibreOffice (as the Training Protocol

source related topics such as business models and file formats), is a
demonstration of the proper migration process.
