That had been our main concern actually back in 2012 at the Berlin 2012
LibreOffice Conference, but, unfortunately -as it turns out-, the
certification of the end-User's skills had been disregarded.
TDF has clearly stated since the beginning of the certification project
that end-user certification was a task for third parties, while TDF was
only supposed to provide a reference for the process (because we wanted
to foster an ecosystem of companies providing certification services).
So, we have not disregarded any kind of training, while you have
disappeared after the LibreOffice Conference in Berlin. In the meantime
we have migrated thousands of desktops, while training all end-users in
the appropriate way.
The Italian Ministry of Defence, where we have trained the trainers to
guarantee that end-users could develop the appropriate knowledge of the
open source environment and LibreOffice (as the Training Protocol does
not focus only on the software, but also covers several open source
related topics such as business models and file formats), is a
demonstration of the proper migration process.
