Thank you for your interest in LibreOffice certification. It is not entirely clear to me what kind of certification (core development, administration, end-user, ...) your technician is seeking exactly.

We do have a developer certification program in place (see <https://www.documentfoundation.org/certification/> and <https://www.documentfoundation.org/certification/developers/>), but that is done differently than typical industry certification programs: Instead of doing a test, we evaluate a candidate's ongoing contribution to the LibreOffice development community (and the program is oriented towards people being able to modify the core LibreOffice source code, not towards e.g. people administrating large LibreOffice installations).
