I just loaded NVDA 2015.1, and working with LibreOffice 4.4.1.2 with local help installed.
The "Extended tips" are sounded by NVDA regardless of the check-box setting on Tools -> Options ->
General: Help
Seems like they are all there, but is there a specific panel that you recall a more complete help
sounding for?
Let me know and I can check for it.

After trying to figure out what might have been causing the problem I did check those settings a

Please check that you have the "Extended tips" check-box selected.
Tools -> Options -> General in the Help section. A check-box for "Tips" on by default, and a
second check-box "Extended tips" is off by default.
Select that active, and you should have more complete descriptions pulled from the offline help
pack.
