First of all if you want the complete source code for LibreOffice have a look at this page:

I would probably start by looking at the code with the help of OpenGrok. After a quick search of the LibreOffice code base on opengrok seemes to indicate that this is relevant to what your searching for:

You probably find the mapping information between Writer objects and tagged pdf elements in EnhancedPDFExportHelper.hxx useful.

I might be wrong since I never touched any code related to PDF-export. But this is the place I start looking, given that your looking for the code relevant to exporting tagged pdf from Writer.
