Hier unter Windows XP ist es der unterste Eintrag im Kontextmenü.
Strg+Shift+V und Bearbeiten-Inhalte einfügen funktioniert hier auch.

Ähnliches Problem hier unter Windows 7 x64 mit Libre Office 3.5.2.2 im
Writer. Ich kopiere zur Zeit sehr viele Textpassagen aus einem PDF. Bei
ca. jedem zweiten Copy & Paste Vorgang ist ein "Inhalte einfügen" nicht
möglich. Sowohl dieser Punkt wie auch normales "Einfügen" sind im Menü
nicht anwählbar. Man kann dann zwar über Strg + V einfügen, Strg +
Shift + V funktioniert jedoch nicht.
