Versuche mal nicht als HTML abzuspeichern sondern benutze Datei > Exportieren... und dann in der Liste XHTML auswählen.
Der HTML-Filter wird schon lange nicht mehr gepflegt. Sein einziger Vorteil ist, dass man im Writer-Web Modus auch editieren kann. Der XHTML Export wird gepflegt, weil er (mit kleinen Erweiterungen) auch benutzt wird um die Webversion der ODF Norm herzustellen.
