堀と申します。

Ubuntu16.04 LO5.3を利用しています。
本現象は、私の記憶では、私がLO(4ぐらいかな)を使い始めてから確認んしています。(報告はしていませんでした。)

私なりの解決策ですが。背景を設定したい文字の背景に四角形(色付き)を配置し、テキストボックスと四角形を選択して、アニメーションに登録します。

<手順>例「一部の文字に背景色」の「文字」の背景色を赤とします。
1.テキストボックスに「一部の文字に背景色」と入力
2.「文字」を覆うように四角形(赤)を描きます。
このとき、四角形が「文字」の前面にきています。これを、背面へ移動させる。
3.テキストボックスを選択し、「Ctrl+X」で切り取ります。
4.「Ctrl+c」で貼り付けます。これで、テキストボックスが前面に来ます。結果的に四角形は背面となります。
5.ポインタが矢印になっていることを確認し、テキストボックスと四角形を含め、周囲をドラッグします。テキストボックスと四角形が選択されます。
6.任意のアニメーションを設定します。(設定前に、グループ化しておくのもよいかも)

環境はLibreoffice 5.3.1.2、Archlinux/Xmonad上で利用しています。
背景色の変更は、Character->Highlight Colorで変更しました。

解決法をご存知の方がもし居ましたらご教授願います。
