Hi,

I had the Ubuntu runlevel unknown error, with services not started, on my private server as well. Solution was similar to pumbaa, i.e. quotaoff, removing aquota.user|group, quotacheck, and quotaon, then reboot. On my server, this removed the quota settings.

Not sure what the reason is, but somehow a package upgrade made troubles with quota, which then stucks the mounting of filesystems and thus the init scripts.

Just so you are in the know when rebooting a machine and services don't come up. You can manually invoke the bootup then with "sudo init 2", but that doesn't start everything IMHO, so fixing the problem as outlined above is helpful.

Platform the error was spotted on is Ubuntu 12.04.
