You do not have to translate all the pages. Only the ones that are
relevant for your community. What you can do is publish what is done and
go on with the translation and publish the remaining pages when they are
ready. As long as the most important part is done for your project, you
do not need to wait to publish your site.

I'd like to aim at getting the website up and running for the launch of
LibreOffice 4.4 at the end of the month - would that be possible?

Cloph will answer you on that part as he is taking care of the redirect.
