Problem description:
Bug Submission Assistant tells me in IE11 to active JavaScript, while I never
disabled it. Compatibility mode is off, Edge (Standard) mode is on.

Steps to reproduce:
1. Open https://www.libreoffice.org/get-help/bug/ in IE11.

Current behavior:
Shows "Javascript is disabled and this page cannot be displayed. [...]" error
and when enabling, fails with JavaScript errors in Developer Tools.

Expected behavior:
Does not fail.
