[libreoffice-website] Question about Mediawiki and uploading files

If I am to upload files on our wiki, and would like to upload to a particular category but there is not one made up on the upload page, how would I go about creating a category to upload to? I searched the mediawiki manual but it doesn't seem to address this, or at least the setup that we presently have.
