The full-featured tracker is at https://bugs.freedesktop.org/ and I can understand that being intimidating for anyone not familiar with it.
There is a "bug submission assistant" at https://www.libreoffice.org/get-help/bug/ which I assume is intended to simplify the process for non-experts to submit new bug reports. If you have problems with that one, it may be worth starting another discussion (i.e. new email to users at global.libreoffice.org with a relevant subject, rather than replying to this email) describing specific areas which are unclear. Someone may be able to help explain, or even update the assistant based on that feedback.
