I do this with page styles. I have a style called "chapter_first_page", which is always a left page.
Is it worth mentioning that this is the opposite of the usual convention? In left-to-right languages, if any convention is followed, it is that chapters are made to start on a recto - a right-hand, odd-numbered page.
