+1 
to using xls as being most easily compatible with greatest range of Office 
Suites.  Some images and text-boxes are likely to get re-arranged a bit.  It's 
not a great format and there have been security issues with it but at least it 
can be easily read by older versions of MS Office.
Tools - Options - Load/Save - General
can be used to set the defaults so that documents get saved using the old MS 
97/2000/Xp formats.   


Its safer and better to get people used to using ODF formats by giving people a 
link to LibreOffice's download page; in the same way that people often give 
links to Adobe Reader when giving PDFs
