Yes, it should be, and it was intended to work correctly, see
http://opengrok.libreoffice.org/xref/core/uui/source/iahndl-filter.cxx#133
It could be an Easy Hack to find out what went wrong. However, it is
not a highly visible bug. In fact I could not invoke this dialog at
all in 3.5 builds.
