7.3 Base Guide Coordination

Hello everybody.

Due to unforeseen circumstances, I cannot currently contribute enough of my time to effectively coordinate the issue of a 7.3 Base Guide.

It would be much appreciated if somebody else could take on the role.

I'm taking the Base Guide 7.3 coordination.

A fairly small team has been working on this release so feel free to
suggest who might do what (ie scope). There doesn't seem to be much point
in the same person reviewing a chapter twice and the scope of work is
important because it is fairly quick to check changed text but it takes
longer to work through the exercises. Anyway, I'm not up for a full review
of all the exercises in the chapters Dev's worked on.

to https://bugs.documentfoundation.org/show_bug.cgi?id=144588 about the
existing odbc guidance being too hard to follow for SQLite in windows. It
needs reviewing in the context of linux and macOS, and a good comment was
made it is only one example of odbc (although the existing MySQL ODBC
description complexity drew the bug report in the first place).

The topic is dealt with in detail in the Base Guide and will not be

pursued further here.

In v7.3 WIP I commented I'm not sure where and it needs referencing.

@Flywire - I will review the BG7302 chapter on Linux and share my observations.
