Usually you just register yourself and there is no problem.  Perhaps try again and see if the problem has magically become unstuck?

Hello. I am a member of The Document Foundation, looking to obtain an LO Help Wiki account.

 However, when I attempt to go to: http://help.libreoffice.org/Special:UserLogin/signup  I get an error message: "You do not have permission to create this user account, for the following reason: The action you have requested is limited to users in the group: Administrators."

 I reported a bug about this but was told to use a mailing list:

 What do I need to do to create an account?
