A bug report is intended to handle a single problem or enhancement, so its not encouraged to have a large proposal in a single bug report, which is why i keep my proposals in google docs and submit individual bug reports for each part of it.

I've commented on all three bug reports. If you submit any new bug reports, like for the ruler and color toolbar, set the component to ux-advise so the design team can easily see it and comment.
