Up till today, I've never even heard of talkyoo, but based on its website,
it seems to be a paid proprietary service.

Since LibreOffice has open-source values and would like to be as open to
outside contribution as possible (meaning no walled gardens), IRC seems
like the best option.

The log of yesterday's meeting will appear on
https://wiki.documentfoundation.org/Design/Meetings.
